ADVERTISEMENT AND INVITATION FOR BIDS

Notice is hereby given that sealed bids will be received by the City of Florence, Texas, for municipal solid waste collection and disposal services.

SCOPE OF WORK AND SERVICES

  • Contractor shall provide solid waste collection and disposal of residential waste from residential units one time per week. Contractor shall provide each residential customer with a 95-gallon rollaway cart.
  • Contractor shall provide service to commercial customers. Level of commercial service shall be based upon mutual agreement between customer and Contractor, but in no event less than one time per week. Contractor shall provide each small commercial customer with a 95-gallon rollaway cart, and other commercial customers shall be provided with dumpsters as needed.
  • Recycling Services- Contractor will provide for the special collection of recyclable materials for all Residential units. Contractor shall collect recyclable materials as part of the Recycling Services, which shall be provided on the same day as refuse collection, or on another day of the week. Contractor shall provide each residence with a specially-marked recycling bin.
  • Contractor shall provide transportation of collected refuse and waste materials to a state-approved disposal site for disposal, which responsibility is solely that of the disposal site operator.
  • Contractor shall NOT pick up and/or haul rock, scrap building materials, or other trash resulting from construction or major remodeling. Provided, however, upon the request of any residential or commercial customer, Contractor shall not collect and remove such trash and debris and shall receive for such services a fee or charge acceptable to Contractor, City, and the requesting customer.
  • Contractor shall provide an adequate number of vehicles, together with properly trained personnel, for regular collection services as necessary. All necessary vehicles, bins, and other equipment shall be kept in good repair, appearance, and in a sanitary condition at all times. Each vehicle used by Contractor for performing the work shall have clearly visible on each side, the identity and telephone number of the Contractor.

The following is an estimate of the number of accounts in the City:

  • 352 residential accounts with 95-gallon rollaway carts, weekly pick-up
  • 45 residential accounts with 95-gallon rollaway carts, twice weekly pick-up
  • 6 residential accounts with 95-gallon rollaway carts, three times weekly pick-up
  • 45 commercial accounts with dumpsters, weekly pick-up
  • 3 two-yard  accounts, weekly pick-up
  • 1 two-yard account, twice weekly pick-up
  • 2 three-yard accounts, weekly pick-up
  • 2 three-yard accounts, twice weekly pick-up
  • 3 four-yard accounts, weekly pick-up
  • 2 four-yard accounts, weekly pick-up
  • 1 six-yard account, weekly pick-up
  • 5 six-yard accounts, twice weekly pick-up
  • 2 eight-yard accounts, weekly pick-up
  • 10 eight-yard accounts, twice weekly pick-up
  • 6 roll-offs for City clean-up day, to be divided for two City clean-up days. (Spring and Fall)

INSURANCE REQUIREMENTS

COVERAGE LIMITS OF LIABILITY

  • General Liability- $1,000,000 per occurrence
  • Property Damage- $1,000,000 per occurrence
  • Total Aggregate-$1,000,000 per occurrence
  • Automobile Liability-$1,000,000 per occurrence
  • Worker’s Compensation- $1,000,000 per occurrence
  • Employer’s Liability- $1,000,000 per occurrence

INSURANCE COMPANY QUALIFICATIONS

All insurance companies providing the required insurance shall be authorized to transact business in Texas and rated at least AU by AM Best or other equivalent rating service.

Certificate of Insurance: Certificates of insurance evidencing all the required insurance coverage shall be submitted with the Contractor’s submission. Copies of any modifications, amendments, renewals, or terminations of any coverage shall be promptly submitted to the City. If the contract is renewed or extended by the City of Florence, certificates of insurance evidencing all the required insurance coverages shall also be provided to the City of Florence before the date the contract is renewed or extended.

INSTRUCTIONS TO BIDDERS

  • Sealed bids must be made in writing and received prior to opening date and time to be considered. Late bids will be returned unopened.
  • Bids shall be marked “Sealed Bid #__” with the Bidder’s name on the outside of the a completely sealed envelope, which is addressed to the City Secretary’s office, PO Box 430, Florence, TX 76527 or in person, 851 FM 970 Florence, TX 76527.
  • All materials are to be quoted FOB City of Florence, delivered to the office of the location indicated.
  • The City of Florence reserves the right to accept separate items in a bid unless this right is specifically denied by the bidder in their bid.
  • In case of default after bid acceptance, the City of Florence may at its option hold the accepted bidder or contractor liable for any and all resultant increased costs as penalty for such default.
  • The City of Florence reserves the right to accept or reject part of or all of any and all bids, and require that submitted bids remain in force for a thirty (30) day period after opening or until award is made; whichever comes first. The City reserves the right to accept any and all bids with or without trade-in.
  • The quantities shown are approximate and may vary according ro the requirements of the City of Florence throughout the contract period.
  • Any attempt to negotiate or give information on the contents of this bid with the City of Florence or it’s representatives prior to award may be grounds disqualification.
  • The conditions and terms of this bid will be considered when evaluating for award.
  • The City of Florence is exempt from all sales and excise taxes.
  • Any ambiguity in any bid as the result of omission, error, lack of clarity or non-compliance by the bidder with any specifications, instruction, and conditions of bidding shall be construed in the manner most favorable to the City.
